Experts changed evaluation criteria this year.

Forbes annual surveys list the best Russian univeristies. Methodology was updated this year bringing about major changes in the rankings. Higher School of Economics, ranked 8th in 2019 has moved to 1st place. It is followed by the Lomonosov Moscow State University and Moscow Institute of Physics and Technology. The top 20 included Ural Federal University (4th), National Research Nuclear University MEPhI (5th), National Research Tomsk Polytechnic University (7th), ITMO University (8th), Peoples’ Friendship University of Russia (13th), National University of Science and Technology MISIS (16th), Peter the Great St Petersburg Polytechnic (17th), Kazan Federal University (18th) and National Research Tomsk State University (19th). Forbes listed 38 Moscow-based and 13 Petersburg-based higher education centres.

Experts assessed universities based on three criteria: quality of teaching (Education Ministry monitoring data, number of international teachers and students at the university, availability of dual degree programmes, international outlook), the quality of graduates (employer demand for graduates) and the Forbes factor (the “elite” aspect of the university).
