The procedure and conditions for the entry of foreign students to the Russian Federation

Many foreign students are concerned about returning to Russia. By the decree of the Government of the Russian Federation No. 639-r of 16.03.2021, foreign citizens will be able to enter Russia for education, only from the countries recommended by Rospotrebnadzor as countries with a safe epidemiological status.

Currently, students from Abkhazia, Armenia, Azerbaijan, Belarus, Vietnam, Greece, Egypt, India, Kazakhstan, Qatar, Kyrgyzstan, Cuba, the Maldives, the United Arab Emirates, Seychelles, Serbia, Singapore, Tanzania, Turkey, Finland, Switzerland, Ethiopia, South Korea, South Ossetia, Japan, Venezuela, Germany, Syria, Tajikistan, Uzbekistan, Sri Lanka, Iceland, Malta, Mexico, Portugal, Saudi Arabia, Austria, Hungary, Lebanon, Luxembourg, Mauritius, Morocco, Croatia, Belgium, Bulgaria, Jordan, Ireland, Italy, Cyprus, China, Liechtenstein, North Macedonia, the USA, France, the Czech Republic, and Albania may enter Russia.

Before arriving in Russia, foreign students must inform the Department of International Cooperation by e-mail (dmo@sut.ru) at least 10 days in advance about the date of entering the Russian Federation. In the letter, specify the first and the family name and the citizenship and attach a copy of the ticket. Before arriving in Russia, use the form on the Public Services portal and check if the details of the document you are going to present at the border of the Russian Federation are on the list and are correct.

No earlier than 3 calendar days before your arrival, it is necessary to make a PCR test for COVID-19 and, if the result is negative, get the document in Russian or English. Within 72 hours after entering the territory of Russia, foreign students must pass a repeated PCR test. Before receiving the test results, it is necessary to self-isolate at the place of residence.

During the isolation period, the studying is done in the online format. If during the period of self-isolation, a foreign student who has arrived in Russia shows the first symptoms of an acute respiratory disease (fever, sore throat, runny nose, cough), this student should immediately report it to the university and call a doctor.
