Spanish-based Cybermetrics Lab assessed the web presence and impact of higher education institutions from all over the world.

Overall 27,000 universities were covered; 12,000 were ranked. Russia is represented by 358 universities. Ten Russian universities made it to the top 1,000, a two-fold increase from 2017. The best performers were Lomonosov Moscow State University, Novosibirsk State University, Saint Petersburg State University, Higher School of Economics, National Research Nuclear University MEPhIITMO University, Moscow Institute of Physics and Technology, National Research Tomsk State University, Peter the Great St. Petersburg Polytechnic University, and Kazan Federal University.

Webometrics rankings, published twice a year since 2004, show how strongly a university is represented on the Internet. The rankings are based on such criteria as the number of external inlinks the University web domain receives, the number of web pages it hosts, the number of rich files in dedicated websites and the number of cited papers. The study aims to promote the quality and accessibility of universities’ web publications.
