Russian government scholarships/quotas allocated to foreign countries.
Every year, the Russian government reserves scholarships (quotas) for foreigners at Russian universities who take pre-university, undergraduate/specialist/graduate or PhD programmes. The Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) selects prospective international students eligible for government-funded places.
The number of scholarships allocated to a country varies from year to year depending on inter-governmental agreements. The more active our partnership is the more foreign nationals enjoy free tuition at Russian universities. According to the “Export of Russian Education Services” Statistical Collection, the largest number of scholarships was allocated to Asian countries and CIS states in the academic year 2017/2018. Vietnam, with 950 quotas, topped the list. It was followed by China and Tajikistan which received 931 and 618 scholarships, respectively. Syria got 455 scholarships, Mongolia 454 and Kazakhstan 437. The table below shows Russian government quota allocation across countries over the past few years.1
Prior to quota allocation, each country identifies priority fields of study for its students. For example, if it is implementing a joint nuclear power plant construction project with Russia, scholarships would be offered to nuclear power engineering students in the first place. Before applying for a scholarship, contact Rossotrudnichestvo office or the Russian Embassy in your country over the availability of scholarships in the chosen field of study. For example, you want to be a designer or an artist, but your government plans to train builders or programmers under agreements with Russia. In this particular case, prospective designers or artists would not be eligible for scholarships, so you might want to consider other options such as self-funded study. However, if scholarships were allocated for your field of study, you can apply for a quota. Application deadlines differ across countries, so contact the Rossotrudnichestvo office in your homeland. Note that scholarship applicants face tough competitive selection. As a rule, preference is given to candidates who have good secondary education certificate grades or research achievements (if they plan to enrol in masters or PhD programmes). If you do not know Russian, you can opt for a course in Russian and general subjects at the university’s Preparatory Department and then take the examinations for a Russian-taught major. Quota application processing is free; treat any requests to pay as fraud and report them to the Federal Service for the Supervision of Education and Science (Rosobrnadzor).
