Tips for Azerbaijan Residents Applying to Russian Universities

Many prospective students in Azerbaijan choose Russia as their study abroad destination. At present, 15,000 Azerbaijani students receive higher education at Russian universities.

Russia and Azerbaijan are long-standing partners. Lomonosov Moscow State University and I.M. Sechenov First Moscow State Medical University have branches in Baku. In April 2017, the leading economic universities of the two countries – Russia’s Higher School of Economics and Azerbaijan State University of Economics signed a cooperation agreement. The partners plan to launch BA/MA double degree programmes and online courses and conduct joint research. They have similar agreements with other Russian universities including Ural Federal University. Russia’s Samara University, National University of Science and Technology MISIS, I.M. Sechenov First Moscow State Medical University take part in annual education fairs in Baku.

Russian universities offer training in a variety of fields. Medicine, economics, management, linguistics, literary studies, political science and regional studies are popular with prospective Azerbaijani students. Moscow is not their exclusive study venue as they also choose universities of Kazan, Rostov-on-Don, Astrakhan, Volgograd, St Petersburg and other Russian cities.

Russian University Entry Options

Prospective Azerbaijani students can apply for undergraduate, specialist, graduate and postgraduate programmes and medical internship; study contracts and scholarship opportunities are available. If an applicant seeks a government scholarship they can choose one of the three options:

First: Take the Unified State Exam

A prospective Azerbaijani student entering a Russian university under the usual terms should take a Unified State Exam which includes several subjects. The choice of the disciplines is up to the student and depends on preferred field of study and the requirements set forth by this or that university. If an applicant cannot take a Unified State Exam for a valid reason, they have the right to take university internal entrance examinations.

Second: Win a Russian Government Scholarship

Azeibaijani applicants can apply for a Russian government scholarship. Every year, the Russian government sets aside 15,000 tuition free places at Russian universities for foreign nationals. To qualify for the government scholarship programme, students have to pass competitive selection. The number of Azerbaijani applicants who enter Russian universities as quota students increases every year. One hundred and forty-five Azerbaijanis won scholarships in 2015, 197 in 2016 and more than 200 in 2017. Third Option: Take Part in International Olympiad

Prospective Azerbaijani students can participates in Olympiads for foreign nationals held by Russian universities. There are academic competitions in mathematics and computer science such as Joint Inter-University Mathematics Olympiad (held by National University of Science and Technology MISIS, National Research Nuclear University MEPhI, Peoples’ Friendship University of Russia, Peter the Great St. Petersburg Polytechnic University, ITMO National Research University, Saint Petersburg Electrotechnical University “LETI” and Far Eastern Federal University), Phystech.International (Moscow Institute of Physics and Technology), Cognitive Technologies (MIPT, MEPhI) and TechnoCup (MIPT and Bauman Moscow State Technical University). Participants in Olympiads are entitled to various preferences, for example extra points to individual achievement or principal subject score or even admission without entrance examinations.

Those who wish to pursue master’s studies can take part in Higher School of Economics Olympiad for students and graduates and international Olympiad Open Doors.

Study Contract

Prospective students from Azerbaijan can sign a study contract with a Russian university; however, they have to pass entrance examinations to be admitted. Tuition fees for education programmes vary depending on the university, field of study, region, education level and other factors. The Russian Education Ministry sets minimum tuition fees every year. According to 2018 data, tuition fees for BA and specialist's degree programmes in humanities (linguistics and literature studies, political and regional studies, economy and management) start from 89,000 rubles ($1,480) a year, MA programmes tuition fees start from 95,000 rubles ($1,580) a year and payments for postgraduate programmes start from 103,000 rubles ($1,700) a year.

Tuition fees for medical programmes (Medical Care, Pediatrics, Dental Care and Pharmacy) start from 102,000 rubles ($1,700) a year for specialist's degree programme, 114,000 rubles ($1,900) a year for postgraduate programmes and 136,000 rubles ($2,267) a year for internships. Tuition fees in fundamental medicine start from 153,000 rubles ($2,550) a year for specialist programmes and from 160,000 rubles ($2,667) a year for postgraduate programmes.

Document Requirements

A Russian university applicant has to submit a package of documents to the Admissions Board. It usually contains an application to the university and medical and education certificates. Under a Moscow-Baku agreement Russian universities recognise secondary education certificates issued in Azerbaijan as well as BA, MA and specialist degrees from Azerbaijan’s higher education institutions. Document requirements differ from one university to another, so contact the Admissions Board of the chosen university for accurate information.

Entry into Russia

Russia and Azerbaijan have a visa free travel agreement; an Azerbaijani national needs a foreign travel passport to enter the Russian Federation. A prospective student has to register with Russian migration authorities within seven days from the date of arrival in the country; assistance in registration is provided by university staff.
