Can an international student complete a preparatory course at one Russian university and take a basic programme at another?

If you are a contract student, you can enrol at any Russian university after completing pre-university training. The list of preparatory programmes and tuition fees is here. Scholarship students who have passed strict competitive selection cannot easily change their university. Scholarships are distributed based on your country’s requirements for specialists in certain areas. Before your trip to Russia, your country’s education authorities will refer you to the Russian university having the required preparatory and basic programmes.

Quota students’ requests to transfer from one university to another or change the major (during or after preparatory course) are reviewed by Interdepartmental Commission under the Ministry of Science and Higher Education of the Russian Federation.
