Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary allocations in accordance with the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation. For information on obtaining a scholarship within the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation, one should contact the institutions of Rossotrudnichestvo abroad and (or) the Ministry of Education of the country of residence.
