Admission as part of a general competition
Standard admission procedure for foreign citizens on general grounds. Admission occurs based on the results of entrance tests or on the basis of education documents.

Admission to state-funded places: Foreign citizens from Belarus, Kazakhstan, Kyrgyzstan and Tajikistan, as well as compatriots, may apply for state-funded places on equal terms with Russian citizens.

Quota receipt
Admission within the quota of the Government of the Russian Federation for foreign citizens. The number of places is limited, selection is conducted on a competitive basis through Rossotrudnichestvo.

Admission to study under the quota of the Government of the Russian Federation for the education of foreign citizens and stateless persons in the Russian Federation. The selection process takes place in two stages. The first stage is held in the applicant’s country of residence. The applicant registers and submits an application through the Education-in-Russia super service at https://education-in-russia.com (when completing the application form, the applicant specifies six universities for study in order of priority). The applicant takes the selection tests. Based on the test results, a list of candidates is formed according to the quota allocated to the country. A candidate who has passed the tests is assigned a number and granted access to a personal account on the portal https://russia-edu.minobrnauki.gov.ru, where they can track their status. The second stage of the selection is conducted by the educational organization. Within the established deadlines, the university reviews the candidates’ dossiers in the Information System for the Formation and Distribution of the Quota for the Admission of Foreign Students on the portal https://russia-edu.minobrnauki.gov.ru. The document package is reviewed, including the passport, education documents, and other documents; the compliance of the education received with the requested level and field of study is determined. An application that meets the requirements is approved by the university, and the candidate is assigned to the educational organization that approved the candidate and has the highest priority among the universities selected by the candidate. For a candidate assigned to an educational organization, the Ministry of Science and Higher Education prepares a referral letter and visa instructions, information about which is placed in the candidate’s study dossier on the portal. After receiving the referral letter, the university enrolls the candidate.
